Brief developed for City Planning
District plan matters
- Investigate the
possibility of more prescriptive provisions within the district plan
- Undertake a review of
the roading standards (AUSTROADS, HGI Development Code) with a view of a better
standard and consider how this is referenced in the district plan.
- Ensure that bus stop
facilities within the road reserve are controlled by the Local Government Act
and not the District Plan.
- Investigate the
possibility of an alternative route (bypass-suggested Moa Ave) around Oneroa and
infrastructure to support the Wharves. i.e. designations
- Ensure a sensible roading network and rules in the district plan.
- Review the linkage
between subdivision and traffic impact on the road network and the use of
financial contributions to alleviate traffic effects.
- Review the impact of
development/landuse on transportation infrastructure (traffic generation).
- Consider the impact
of helicopters in conjunction with land uses.
Matters outside of the District Plan. These matters are mainly
operational and will be referred to relevant Council departments and
organisations for feedback.
- Investigate the
operational needs of Kennedy Point Wharf and the current imbalance of
function. Look at facilities for pedestrians and road users from the wharf and
schools along Donald Bruce Road.
- Investigate the
operational concerns with Matiatia.
- Provide better
pedestrian facilities (footpaths) on principal and distributor roads.
- Review the staging of
buses particularly at Little Oneroa and Moa Ave.
- Investigate the
linkages between LGAA02, LGAAA04 and RMA process. In particular the LGAAA 04
Section 8(2)(b)(i) and the relationship between transport planning and community
outcomes.
- Needs to be further
consideration of community input into design issues e.g Wharves.
- Investigate a greater
local control in tender and enforcement issues.
- A need to investigate
greater empowerment of decision making within the local community.
Information for other focus groups
- The provision of affordable housing for low
income earners, by covenanting new subdivisions so that it is only made
available to low income earners.
- The provision of nursing homes on the island
for a greater variety of socio-economic mix and the choice of remaining on
Waiheke rather shifting to Auckland City.
- The need to develop village clusters with
every service available within 500m.
- Oneroa should be made a pedestrian mall.
- There is a need for comprehensive modelling
(3D), for new developments.
- A population limit of 10,000 people living on
the island is sufficient.
